(Kiev).- Although gambling is legal in Ukraine, the lottery sector continues to operate outside official regulation. Without licenses, oversight, or taxation, this legal gap costs the state billions and undermines the credibility of gambling reform.

The Hidden Gap in Ukraine’s Gambling Market: Why Lotteries Still Operate Outside the Law

Several years have passed since gambling was legalized in Ukraine, yet public debate around the industry remains strong. Today, casinos, betting companies, and online gaming platforms operate transparently — they report their activities, pay taxes, and follow clear regulations.

However, one major sector still stands apart: lotteries in Ukraine. Despite being one of the oldest parts of the market, lotteries continue to function almost outside the law. The government has yet to approve licensing conditions for them, which means:

No taxes are paid

No state oversight exists

Profits remain in the shadows

This creates a regulatory paradox — the state built a system for gambling reform but left a massive gap within it. As a result, Ukraine’s budget loses billions each year.

Lotteries: A “State Within a State”

While lotteries operate publicly and advertise their services, they do not fall under the same rules as other gambling businesses. In practice, they have turned into a “state within a state” — with their own rules, independent cash flows, and zero accountability to the national budget.

Meanwhile, betting companies must comply with strict financial monitoring, report to the regulator, and meet complex licensing requirements. This unequal treatment not only appears unfair but also undermines public trust in Ukraine’s gambling reform efforts.

Transparency Is Not a Privilege — It’s an Obligation

In times of war, financial transparency is not optional. Every hryvnia counts. Allowing grey zones in the gambling market weakens investor confidence and creates double standards between honest taxpayers and those exploiting legal loopholes.

If Ukraine wants to attract investment and build a fair, transparent gambling industry, lotteries must be included in the same legal framework. That means:

Full licensing

Clear oversight

Fiscal accountability

Honest businesses don’t fear transparency. To complete Ukraine’s gambling reform, the government must bring lotteries out of the shadows and into the same regulated system as all other gaming sectors.
